Abstract of the speech:

In his Key Note Speech of Panel 3 Mr. Santer will talk about the Lisbon process and how to achieve this ambitious objective. On the one hand he will focus on the enlargement challenge and on the other hand he will talk about Europe's possible strategies to create an economic and legal environment for small and medium sized enterprises that will help Europe to become the most competitive and dynamic knowledge based economy in the world, as it was announced 4 years ago at the European Council in Lisbon.
